Today less than 15% of the world's elected legislators are women. Expanding civic and political participation by women typically results in a reallocation of resources toward health and education in a community. Rwanda has become the first nation in which women hold more 50% of the legislative seats in the country. Not coincidently, it now has one of the fastest growing economies in Africa.
